What you can and can't do on Layers. Takedown and abuse reporting.

Banned use cases

Layers may not be used for:

  • CSAM — absolute prohibition.
  • Election manipulation — no campaigns targeting election outcomes without explicit approval and regulatory compliance.
  • Deepfakes of real people without documented consent.
  • Regulated verticals without disclosure — gambling without age-gating, pharma without required disclaimers, firearms in restricted geographies, etc.
  • Harassment campaigns — targeting specific individuals.
  • Fraudulent activity — fake-engagement purchase, bot accounts, identity deception.
  • Spam — unsolicited messaging.
  • Malware distribution.
  • Intellectual property infringement.

Violators face account termination.

Content moderation

Pre-generation

Every generation is evaluated by Vertex safety filters against Google's safety policies (hate, harassment, sexually explicit, dangerous, violence, child safety).

Post-generation

A generation flagged with safetyFailed = true is excluded from ad selection and flagged for review. Safety failures cannot be overridden.

Takedown

To report content that violates the AUP:

Include:

  • A link or identifier for the content.
  • Nature of the violation.
  • Your role (affected party, representative, concerned citizen).

We do not publish a specific turnaround SLA on takedown requests; CSAM and imminent-harm reports are triaged first.

Appeals

Affected account holders can appeal to appeals@layers.com.

Disclosure obligations

Generated UGC must be disclosed as AI-generated where required by law (California SB 942, EU AI Act transparency obligations, etc.). Layers provides the metadata tagging / labeling hooks — use of the platform commits you to surfacing those disclosures in your end-user experience.
